To the American People and Congress (Al pueblo y congreso norteamericanos) is a letter addressed to the United States in which the author reflects on the relations between the Philippines and the nascent American empire.
Apolinario Mabini is one of the heroes of the Philippine Revolution and author of the constitution of the First Republic. He studied at the institute San Juan de Letrán where he received a Bachelor of Arts and later a law degree from the University of Santo Tomas. In 1896, he suffered from polio. He wrote an analysis on the future of the Philippines in the event that Spain was defeated in the Spanish-American War and the Philippines were ceded to the United States, which led to his future as a political advisor to Aguinaldo.
